City Council Meeting Dec. 9: Library Land Swap, Mayor’s Last Meeting

The Bountiful City Council held a city council meeting on Tuesday, Dec. 9, 2025. The Bountiful Forum attended and took notes. Here is our summary of the meeting:

Work Session

Preceding Tuesday evening’s Bountiful City Council meeting, the council held a work session where City Manager Gary Hill laid out plans for changes to the Bountiful branch of the Davis County Library. 

The Bountiful Branch Library, located at 725 S Main, will soon close for renovations. The county, which owns the library and the land, has decided to renovate the existing building instead of building a new building. Changes to the library will include interior updates, as well as changes to the parking lot to make circulation better. Part of these renovations includes a proposed land swap between the county and the city.

The land swap would be aimed at improving the layout and safety of the Bountiful Branch Library and the neighboring Senior Center campus. The County, which owns and operates the library located next to the Senior Center, approached the City earlier this fall to explore options for better parking circulation and a more functional site design.

After reviewing property lines, traffic flow, and existing constraints, both sides identified a mutually beneficial exchange. Under the proposal, Bountiful City would receive about 5,500 square feet of County-owned land directly west of the Senior Center. In return, the City would transfer an equivalent 5,500-square-foot section on the south side of the library parcel to the County. The two areas are similar in size, value, and current use, and no operational, access, or zoning issues are expected.

If the City Council chooses to move forward, the County will prepare the required legal documents such as an interlocal agreement and property transfer paperwork, which will then be reviewed by City staff and presented for approval at a future council meeting. Multiple City departments, including Executive, Planning, Legal, and Engineering, have already reviewed the concept and found no anticipated fiscal impact.

City Staff recommended that the Council support the land swap and authorize continued work on the agreement, and in the end of the discussion the council elected to support it.

City Manager Hill then moved the discussion to clarifying policy on who can rent City Hall and how much it would cost for different parties. The council discussed whether non-residents should pay more to use the building, and if the building should be allowed to be used by partisan groups for election or other activities.

The council came down to deciding it was acceptable to them to charge higher rates for non-residents, but to go case by case with non-profit or political parties.

City Council Meeting

Bountiful City Council wrapped up its final meeting of the year with a mix of celebration, gratitude, and important city business. This meeting was far from routine, as the Council paused to honor several individuals whose service has shaped the community for decades.

Mayor Kendalyn Harris and Councilmember Cecilee Price-Huish, both concluding their terms, were recognized for their leadership and years of commitment to the city. The Council also honored Jed Pitcher, retiring from the Power Commission after 26 years, and Galen Rasmussen, who is retiring after an extraordinary 33 years with Bountiful City. Each was presented with flowers and a gift, followed by an opportunity to share parting thoughts during an emotional and appreciative moment for the city.

After the recognitions, the Council moved into its business agenda. Members considered and approved Ordinance 2025-17, which removes firework restrictions during the New Year and Chinese New Year periods. They also approved Ordinance 2025-18, adopting the Utah State Urban Wildland-Urban Interface Code and Bountiful’s updated Wildfire Urban Interface Zone Map.

A resolution authorizing a land-lease agreement with New Cingular Wireless PCS, LLC (Resolution 2025-12) was reviewed and approved, followed by a public hearing and approval of Ordinance 2025-19, formally adopting the Bountiful by Design General Plan and its updated Future Land Use Map.

The Council then approved the 2026 City Council meeting schedule before entering a closed session to discuss real property matters, pending litigation, and personnel topics as allowed under state law.

The meeting served as both a capstone to the year’s work and a heartfelt farewell to several long-serving contributors to Bountiful’s progress.
